On Friday evening, while officers were dealing with another incident in The Avenue, a rather frustrated driver decided to repeatedly beep his horn at officers whose vehicles he felt were parked in his way.
A police officer then went over to enquire as to what all the fuss was about.
The male explained that the police cars were in his way.
The police offiçer explained why they were parked there.
While chatting to the male, a strong smell of alcohol started to waft out the car, when asked if he had been drinking, the male confirmed he had.
After failing to provide a specimen of breath, the male was arrested on suspicion of driving a vehicle with alcohol over the prescribed limit.
Police have now updated that the male, Richard Walker, 54, of Gosport, has since been charged with failing to provide a specimen for analysis.
He will next appear at Portsmouth Magistrates’ Court on Thursday 7th October.
